Certainly, things such as the wedding stage can be created without actually seeing the venue, but when it comes to the overall design you have to allow for walkways, table layouts, lighting, and a whole lot more. Lighting, especially, is important: some venues have very good natural lighting while others do not. The shape and size of the room are other things that need consideration. Some venues may have very high ceilings, so that can be used as an integral part of the design.
